CONDITIONS IN COUNTRIES OF FIRST ASYLUM

The continuing flow of new arrivals has imposed an increasing

burden on governments of first-asylum countries in the area. Despite difficulties in some instances these governments have generally followed

a liberal practice of granting temporary asylum, usually linked to

UNHCR assuming responsibility for the co-ordination of resettlement

arrangements and the provision of temporary assistance pending resettlement.

However, governments continue to insist that the burden be shared

by the international community as a whole, and that UNICR's responsibility

in finding appropriate humanitarian solutions is an important complement

to their own responsibility in granting temporary asylum.

EFFORTS MADE BY INTERNATIONAL AND OTHER BODIES TO ASSIST.

Land cases Thailand

Some 140,000 refugees and displaced persons are presently located

in 15 established centres in Thailand.

Assistance provided by UNIICR in co-operation with the Thai

authorities, international and national voluntary agencies is designed to

meet basic needs, while promoting more durable solutions, particularly

through resettlement.

a) Basic needs

UNHCR assistance in the provision of care and maintenance consists

primarily of food, shelter, health care, clothing, mosquito nets, blankets

and other basic equipment. The basic rations provide each adult with

15 kg of rice per month and children with half that amount, supplemented

by meat, dried fish, vegetables, salt, fish sauce and cooking oil.

The programme is implemented by the Government of Thailand through

the Operations Centre for displaced persons set up within the Ministry of

Interior and through the local authorities. These operate in daily contact

with UNHCR field officers who are permanently monitoring the programme in

all camps and who are regularly reporting to the Regional Office in Bangkok.
