Mr Roberts' letter of 20 November asks for our further
views on the role BCARFE might play in dealing with the Chinese
on civil aviation matters.

When Mr Roberts raised this question earlier in the year
(his letter of 30 July) you sent him an interim reply explaining
that we were consulting the Embassy in Peking.
Unfortunately
Peking's reply was put away in error and never copied to the DOT.
We must now remedy this but luckily Mr George's comments fit in
well with Mr Roberts' preference for proceeding on an informal
basis.
3. I submit a draft reply for you to send to Mr Roberts enclosing
a copy of Peking's teleletter and a draft telegram to Peking and
Hong Kong. Although there is now no question of formal accredi-
tation HK&GD would still like the Hong Kong authorities to be given
the chance to comment if they wish before action is taken in Peking.
