Thank you for your letter of 20 November about the
possible assistance. Graeme Wilson might give the Embassy
in Peking on civil aviation matters.
2. We consulted the Embassy after you wrote to me in
August and I enclose a copy of Mr George's reply to Anne
Stoddart which arrived during her absence on leave and was
unfortunately put away without further action. The Embassy's
comments seem to me to support your preference for informal
arrangements rather than formal accreditation and I enclose --
a draft telegram authorising them to take the matter up
with the Chinese authorities. Perhaps you could let me
know by telephone if you have any comments.
