MEMORANDUM FOR EXECUTIVE COUNCIL

Ferries Ordinance (Chapter 104)

PASSENGER FERRY SERVICE BETWEEN

SHAU KEI WAN, RENNIE'S MILL AND HANG HAU

Introduction

In February 1968 the Fairways Harbour Service Limited was granted a licence by public tender under regulation 10 of the Ferries Regulations (Chapter 104) to operate a ferry service between Shau Kei Wan, Rennie's Mill, Yuen Chau and Hang Hau for three years. In 1971 the licence was extended for three years. The licence was later transferred to another operator, the Hop Shing Fat and Company, with the permission of the Governor in Council,

In late 1973, tenders were again called for this service with the omission of the stop at Yuen Chau which was discontinued some time ago because of insufficient business there. The Central Tender Board declined to accept the tenders put forward because they did not meet the tender specifications. Meanwhile, temporary licences to operate the ferry service have been issued on a monthly basis to the former Hop Shing Fat Company (now incorporated as the Hop Shing Kung Ferry Company Limited).

New Tenders in early 1975

New tenders for the service were called in early 1975, Only two tenders were received and a summary of the tenders is at Annex A.

The Hongkong and Yaumati Ferry Company tendered for a ferry service between Shau Kei Wan and Rennie's Mill omitting Hang Hau. It is, however, necessary to provide a ferry link to Hang Hau, where there are no alternative public transport facilities. The tender is therefore not recommended for acceptance.

The other tender is from the existing operator, Hop Shing Kung Ferry Company Limited, which offers to service all ferry points. A monthly rent of $5,000, which is ten times higher than the existing rent, is offered. This is considered reasonable and acceptable.
