Governors welcomed Mr Russell's paper but agreed with the FCO Legal Advisers' view that DSP could not provide all the teeth which were needed in dependencies. It was agreed that HKGD should be invited to review the existing Colonial Regulations in the light of this working paper to see which outmoded sections could be deleted or redrafted.
