Mr Duff (who is at present rather preoccupied with visiting Bermudian dignitaries) has asked me to point out that the minutes of the recent Caribbean Governors' Conference (which will shortly be available) include the following passage on the abolition of Colonial Regulations:

"Governors welcomed Mr Russell's paper but agreed with the FCO Legal Adviser's view that DSP could not provide all the teeth which were needed in dependencies. It was agreed that HK & GD should be invited to review the existing Colonial Regulations in the light of this working paper to see which outmoded sections could be deleted or redrafted".

It (almost) goes without saying that Mr Duff fully supports the case for such a review. Please accept this minute as a formal invit- ation (in advance of the conference minutes) to carry one out.
