1. The present Governor, Mr T Russell, was appointed in
August 1974, and his term of office has been twice extended.
2. A General Election is due in the Caymans not later than
November 1980. This may well bring about considerable changes
and fresh prospects of constitutional advance. Mr Russell has
as well
ん
been an extremely effective Governor and is particularly sound
on constitutional matters. A new Government would benefit
from this expertise, particularly during the first six months
or so of its life.
3. It is therefore recommended that Mr Russell's term of
office should be extended until May 1981.
