1. The present Governor, Mr G C Guy, has been in office
since December 1976 and his term is due to expire in
December 1979.
2. Because of St Helena's extreme isolation, few resources
and the people's deep attachment to Britain, there is almost
no chance of it (together with its dependencies, Ascension
Island and Tristan da Cunha) becoming independent.
The
Territory needs new ideas for development and continuity of
management to help these gain acceptance. Mr Guy has a wide
range of experience, particularly in the spheres of develop-
ment, budgetary matters and staff management in small islands.
He is fascinated with this Territory's very special problems
and is tackling them enthusiastically. His previous service
as Administrator of Ascension Island increases his worth in
St Helena.
3. It is recommended that Mr Guy's term of office should be
extended until December 1980.
