REGINALD JAMES WALLACE OBE
Mr Wallace was born on 16 August 1919. He is married with one adult daughter.
He was educated at Tatterford School, Norfolk, and Leeds University, where he obtained a BA (Hons) in History.
From 1939-46 he served in the Indian Army finally in the rank of Major.
In 1947 he was appointed to the Gold Coast (Ghana) as an Administrative Officer and served as Clerk to the Cabinet, Assistant Secretary in the Governor's Office, Senior Government Agent in Northern Togoland and Assistant Chief Regional Officer, Northern Region, until 1958. From 1958-60 he was Assistant Chief Secretary, Financial Secretary and Member of the Executive and Legislative Councils in British Somaliland. From 1961-66 he was employed by the UK Security Service, and from 1966 was a Principal in the Treasury. In 1973 he was seconded to the Solomon Islands as Financial Secretary. However in 1975 he was replaced by a local Minister and was required to transfer to TA terms to become Financial Adviser. At the end of 1976 he was appointed as the British Representative in an Anglo- French Joint Commission to examine and report on the organisation of the New Hebrides Government. He is now helping to implement the accepted recommendations.
The report on Mr Wallace's service in the Solomons (written by the Governor, Sir Donald Luddington) states that he is a quiet individual, reliable under pressure and capable of cooling colleagues when tempers are getting frayed. He is determined and capable of getting things done despite difficulties and setbacks. He has the ability to time proposals to hostile committees and to bring matters to a conclusion. His judgement is good in both financial and political fields, although he is obviously more experienced in the former field. Sir Donald stated that he was particularly impressed with his ability to step down from the position of Financial Secretary and to support a Minister completely inexperienced in his new responsibilities. His drafting is excellent whatever the subject, being clear and generally concise. His oral expression is clear and he has a sharp mind at meetings. His relations with his colleagues are good. He is helpful and encouraging with subordinates, co-operative with his equals and a loyal and trustworthy subordinate. Sir Donald stated that he had no hesitation in recommending him for promotion. Mr Wallace: "He has presence, great competence and commonsense and is very good indeed at handling difficult people. He and his nice wife together make a closely-knit self sufficient team unlikely to be worried by psychological isolation."
