1. The present Governor, Mr T Russell, was appointed in August 1974, and his term of office has been twice extended.
2. A General Election is due in the Cayman Islands not later than November 1980. This may well bring about considerable changes and fresh prospects of constitutional advance. Mr Russell has been a popular and very effective Governor and is particularly sound on constitutional matters.
A new
Government would benefit from his experience and advice for the first six months or so of its life.

It is recommended that Mr Russell's term of office should
be extended until May 1981.
