1. In his minute of 3 May, Mr Duff suggested certain amend- ments to the c.v.s we had prepared for Mr Dale and Mr Wallace in connection with their candidature for the Governorship of Montserrat. In my minute to you of 4 May, I expressed doubts about including these amendments in toto. I discussed the matter with Mr Duff and told him that I was unhappy about including the two sections in squared brackets in the Briefs which went to the DTSAB. I suggested, however, that we let Mr Stratton and Mr Cortazzi see Mr Duff's entire minute. Since both were members of the Board they could, if they saw fit, voice his views on the candidates at the meeting of the Board. Mr Duff agreed to this proposal. I therefore attach a draft. Mr Stratton has already commented on Mr Duff's earlier minute of 24 April giving views on these candidates. You may also wish to send this to Mr Cortazzi.
