1. At the meeting of the Dependent Territories Senior Appointments, Board on 4 June we propose to put up Mr DK H Dale and Mr W W Wallace as candidates for the Governorship of Montserrat.

2. Mr Duff, who knows both candidates well, feels strongly that Mr Dale has greater claims to this job than Mr Wallace. Flags A His views are recorded in his minutes of 24 April and 3 May.

I have omitted those in square brackets; their inclusion

would have slanted the assessment too much in Mr Dale's favour.
