Mr. Mace said when the PIU went out to the private sector, they wero concerned primarily with the tasks that they saw whatever the job was being done in the way which was fair and reasonable to have comparison with the work of the Civil Sorvico. In many private firms, they did not specify speeds in shorthand tests, or something like tilat. They could never produce anything useful. What they did was to see how thoy dowanded their work to be dono. It applied in a survey before Mr. Mace was away from M.K. on the techmical side in FWD. It happened to all these grades. They found not every firm and company incorporatod have qualification entries. In large organization, it was necessary to have stipulated qualities because it was difficult to ensure common standard was waintained.
