The Equal Pay Scheme was first implemented in 1971; salary points for 3. A.T.s were shortened from 10 to 8 a movement which contradicted tile principle of Priestley Report that "good employers are likely to be among the more progressive in all aspects of management policy. Their rates of remuneration will compare well with those of the generality of employers, will move readily but not atypically upward when the trend is in that direction and will be rather more stable than most when the trend is downwards." The 1971 Salaries Commission Report Chapter 1 Page 1 Clause 10 hinted that the above fresh movement by Government was obviously unfair to S. A.T.s but commented that it will not be proper for the Commission to intervene.

Your reply at Fara. 6(b) on 4.5.77 admitted that the Secretarial Class did not do quite as well as many female officers in other classes at that time, but this sort of thing is the essence of package. Your attention is drawn to the fact in addition to the aforesaid that S.A.T,s received actual pay 32.4, lower than P.I.U. median in the year of 1973 and minus 31.5,6 in 1974.

Government over-ride their freewheel in setting the salary scale which they consider solely favourable to them and completely ignore the benefits of S.A.T.s. Your attitude of what is done cannot be undone is not agreeable to us. We therefore demand suitable compensation at this stage.

E. Promotion Prospect

Your reply at Para. 4(b) dated 4.5.77 quoted as follows :-

"that the real purpose of promotion posts within a

grade is to provide for and recognise that there is a level of more onerous and responsible duties;"

Our comments refer as follows :-

1965 Salaries Commission Report is quoted as follows :-

"We regard this new grade as having a three-fold purpose.

In one aspect, it should afford a promotion grade for competent copy-typists, while in another it should serve as a training grade for potential personal secretaries. Finally, it must provide a career salary for the S.A.T.s who cannot qualify for further advancement."

1973 P.I.U. Report Appendix E (page 2) on Secretarial Class: gocd employer provides adequate facilities for training and advancement."

1976 P.I.U. Report page 2 para. 9 on Secretarial Class : "S.A.T.s are often promoted to secretaries when they have obtained a few years' experience."

It is unfortunate that there is no promotion prospect for S.A.T.s and the advancement prospect is extremely slim. The Government should admit the facts that they are incapable of furishing sufficient promotion and advancement prospects for qualified S.A.T.s which are over 30% in total. The newly established advancement outlet, namely, jupervisor of Typing Services will be a self-destruction struggle among the Secretarial Class, as total vacancies numbered to 70 and only 8.6 among the Secretarial Class F.S., 3.A.T.s and Senior Typists can fight for the mentioned advancement.
