that in view of the above submission the Government should offer compensation of salary scale in order to cope with the principle providing a career salary for those who cannot qualify for further advancement, not to mention that we are actually qualified. Bear in mind that it is unfortunate that the Government are at present unable to carry out their principle in this connection, and this unjustifiable situation is expected to continue in the foreseeable future. A good employer should do something constructive now instead of adopting an indifferent
'let-go' attitude towards the employees.

Contents of the covered Priestley Report, the Statement of principle and Aims in Civil Service Remuneration together with Salaries Commission Reports have been fully analysised and aware by the S.A.T.s. During the aforesaid procedures, we found it agreeable :-
(a) That it was not possible to examine work at first time in
all organizations in the Secretarial Class.

The elements of the secretarial work (for example, shorthand, typing, receiving visitors etc.) are similarly at all rank for secretaries. A clear-cut in job contents and responsibili- ties among the Secretarial Class - Personal Secretaries, 3.A.T.s and Typists is not possible as the said grades linked and existed mutually one to each other. No single grade can exist individually.
As to age of Analogue, the P.I.U. claimed that a junior secretary or steno-typist is in her early 20s, a secretary from above 25 onwards and a senior secretary over 30. It is unfortunate and unreasonable to the S.A.T.s in Civil Service that 336 out of 417 have reached the age of 25 onwards, receiving maximum pay and qualifying for advancement to Personal Secretarios.
According to our latest survey among 3.A.T.s, substantial figuros have already indicated that 57 3.A.T.e provide secretarial service in direct response to Directorate Officers on salary points D2 or above. The said survey is still proceeding and complete result can be submitted to you in June, upon the receipt of your instruction. It should be noted that owing to the expansion together with increasing demand of departments concerned, duties and job contents for S.A.T.s are enlarging in direct proportion from time to time. The present S.A.T. force, in general, have significantly improved themselves both in professional skills and quality. The aforementioned will answer your statement as stipulated in your letter dated 5.1.77 Para. 4(f)(i) quoted as follows: "The Committee on the Secretarial Class recommended, and Government accepted, that incremental credit, if it wore to be awarded at all, should be awarded only for significant improvements to skills which have a direct bearing on productivity and are capable of being maintained in a working environment.
Bearing in mind the Civil Service rate should not be lower than the median but not above the upper quartile, and in view of the various difficult aspects the Government confronting with, we recommend that the proper salary structure for S.A.T.s, in compensation with their poor advancement prospect, should be modified to $1135 to $2195 as per our calculation on Page 6 backdated from 1st April 1976. The figures were set by adopting the P.I.U. Report and the Report of "SALARY TRENDS AND FRINGE BEILFITS" as an in-between media.
