Mr. Broadbridge said that was precisely why they had an in- dependent PIU with a Controller personally responsible for that task of making comparison he was not responsible to anyone in the Govern- ment but to the Senior Civil Service Council In the surveys, the important responsibility they had to give him was just to avoid this sort of situation where the Official Side claimed that the pay rate was too high and the Staff Side claimed that the pay rate was too low.

Miss So then said she simply wanted to confirm whether it was sure that 17 companies out of the only 24 companies as stipulated in 1973 and 1974 PIU which could offer comparison.

Mr. Broadbridge confirmed that was as he had said before. He further explained the position of the PIU. He did not question the decisions of the Controller on comparability.

The Chairman added here that the PIU people were experienced and highly trained people to do that sort of job. They knew very well about comparability.

Mrs. Cheung further requested the Official Side to confirm that it was the 17 companies out of the 24 companies that offered job comparability for the purpose of comparing the restructural grade of Stenographer in the Civil Service with the stenographers in the private sector.

Mr. Broadbridge confirmed. Before the FIU went out to do the 1976 survey, they knew precisely what the new criteria were for the new grade in the Secretarial Class. It was their job and their particular skill to make comparisons with the private sector.

Miss So quoted that Mr. Broadbridge had confirmed that 17 companies were picked out of the 24 companies for the PIU survey in 1976 and then she pointed out that in 1973 survey and 1974 survey only 2 manufacturing companies were picked out for the purpose of com- parison for the SAT grade but in 1976 survey, there were three manu- facturing companies being surveyed.

Miss So would like to have a reason why and where did the manufacturing company under Code No. 22 come from.

Mr. Broadbridge said that was a question he must ask the Controller of the PIU.
