The Chairman said Mr. Broadbridge answered a lot of questions about the Productivity Centre and PIU reports at the last meeting and Mr. Broadbridge did make it clear that for purposes of Civil Service pay adjustments in any way, not just stenographere or SATs we had agreed with the Staff Side that only FIU reports should be used. So, for that reason, they could not accept Productivity Centre report as basis for assessing any adjustments in Civil Service salaries. Even so, if they had accepted it, the Official Side was still of the opinion that it was not sufficient to be accurate and precise in the same way as PIU. It was absolutely essential to remember that was a policy agreed with the Staff Side of Senior Civil Service Council and if they were to change it, they had to do that in consultation with the Staff Side of Senior Civil Service Council. They could not do it just for one grade.

The Chairman further said with regard to the PIU report on the Secretarial Class, it was an accurate and reliable document on the basis of which they thought fair and reasonable salary scale had been assessed for the stenographer grade and they could see no reason for any further changes in the present salary scale.

The Chairman continued to say that the aforesaid was the Official Side's view on salary scals. He then asked whether the Staff Side got any questions on any particular aspect and they would be happy to answer them. If not, he would like to say something on promotion prospects and other things.

Miss So would like the Official Side to clarify one point on job comparability. In 1973 survey, 24 companies were being surveyed for the purposes of the SAT grade but in 1976, cnly 17 companies were survoyed for that purpose. She would like to know whether those 17 companies out of 24 companies being surveyed had taken the restruc- turing into consideration.

Mr. Broadbridge said that that was one of the points they had discussed about in the last neeting. The situation was and was still that in 1973, 24 companies in which they could find analogues for SATS in the Civil Service. In 1976, for the new rank of Stenographer and for the purpose of that exercise, only in 17 companies where they could find analogues similar to that of Stenographers in the Civil Service. A very important job of the PIU was to look carefully into the private sector, knowing precisely what a Stenographer and a Personal Secretary did in the Civil Service. If there were any doubts, they would not report.

Miss So asked whether those 17 companies out of the 24 cou- panies had also undergone similar restructuring as in-service SATE did in order to able them to compare with the new grade in the Civil Service.

Mr. Broadbridge said they just did not know whether all these companies were under restructuring same as in-service SATs did. In 1976, when the PIU first went out, they found in those 17 companies where jobs were comparable to the new rank of Stenographer. That was the key factor.
