Mr. K. Broadbridge said the survey was in fact carried out following the recommendation of the Working Farty on the restructuring and what the new duties of Stenographers were.

Miss V. So said that the recommendations made by the Working Party headed by Mr. Linthwaite were only proposals at that time and she said that the Pay Investigation Unit should not follow such proposals to conduct the survey.

Mr. K. Broadbridge said the important part with the pay rates and the only way the Working Party could make proposals was to take into account the comparable duties. It then gave everyone a complete package to look at.

Mr. Scott said the first thing that for Hanagement to decide was the duties and the responsibilities, if there were some changes, some ideas might thrash out and that was pay. He instructed the Working Party to get all these. He said it was right those were proposals at that time.

Mrs. M. Cheung referred to Pay Investigation Unit report 1976, page 2 para. 13 which read as follows:

"The majority of companies pay their staff on salary ranges (in which the rate of progression to the maximum is not predetermined), or individual rates. Only 9 companies were found to pay their staff on pay scales."

She asked how did the Pay Investigation Unit manage to get the maximum points and minimum points of these companies.

Mr. K. Broadbridre said that it was a fundamental point that they conducted this exercise. He suggested the Staff Side to have a meeting with the Controller of the Pay Investigation Unit if they wanted to satisfy themselves on that sort of thing. He further explained in the private sector there were types of pay rates. They were:

(a) Pay scale

But

with a full salary scale

(b) Pay range - only the maximum and the minimum

(c) Individual rate

depends on one's performance.

Miss V. So would like to return to their submission and before the Official Side gave them their views and improvements, she would like to state that in every scale for every grade in the Government, the scale should be a fair and a justified one and it should be representative of that grade and she was of the view that the Official Side would agree to this.

Miss V. So then asked for floor to present the chart the Staff Side had prepared. She then presented that in the Pay Investigation Unit report 17 companies were being surveyed and in the minimum of the scale 17 companies were quoted but in the maximum only 16 companies were quoted. She would like to know the reason why only 16 companies were quoted in the maximum.

Mr. K. Broadbridge said in the Pay Investigation Unit survey, it was found that only one employee was employed by that company and it would be unfair to use that figures as the maximum point as she might be a new appointee.
