scale in every company represented a pay level. If one level was omitted, then it would affect the median point ɛo used. If the maximum point for that company was being quoted in the report, then the median would be quite different from the one that was now used.

Mr. F. Yue said should the 31022 be inserted as maximum, the median would be lowered. It would affect the median.

Miss V. So would like to point out that there would be certainly some effect on the median no matter it was higher or lower.

Mr. K. Broadbridge said that the point was they had so far followed carefully procedures. The point really was all they had done was analysing the date as they agreed with the (Staff Side of Senior Civil Service Council). It so happened that the Pay investigation Unit followed its direction. He further added that the normal procedures had been followed.

Miss V. So simply wanted to clarify that when one figure was being missed out in the figures there were certainly some effect on the median no matter it was higher or lower.

Hr. K. Broadbridge said, "Yes, indeed." He further pointed out that it was an agreed procedure.

Miss V. So then said comparing the highest minimum and the lowest minimum, the difference was 791 and she said it was a very large difference. At the same time, when comparing the highest maximum and the lowest raxinuam the difference was 1615. Again, it was a very large difference because 1616 was even higher than the maximum pay the Shorthand/Audio Typists were årawing She then asked Mr. Broadbridge according to his professional knowledge, regardless of his status, whether it was true to say that the larger the difference was the less accuracy of the report would be.

Mr. K. Broadbridge said in Hong Kong in particular there was quite a large range of salaries for most jobs. That was why adopted as in other administration the calculating of median because it would be appreciated that this technique avoided distortion of particularly low or high pay rates. They would be happier where there was a large group of companies around the median, the rate of pay were very closely together.

Miss V. So said that every company represented only one pay level which means that company could not represent most of the companies in Hong Kong.

Mr. K. Broadbridge said: "Yes, indeed." The other thing of taking this exercise, they could only do to the figures was to approach the personnel managers of the best employers who were willing to give information to the Government, and who were ready to let the Pay Investigation Unit people coming into depth of what was going on in that company. A great majority of employers in Hong Kong were visited and it was reasonable to assume that they were taking the median of the best employers.

Miss V. So asked for Mr. Broadbridge's professional opinion, regardless of his status whether the larger difference was it would affect the accuracy of the report.
