Mr. K. Broadbridge said those reports were carefully examined by (Both Sides of Senior Civil Service Council) and it was of course vital that they should put a reasonable basis for looking for a Civil Service rate. He also suggested the Staff Side to have a meeting with the Controller of the Pay Investigation Unit.

Miss V. So said those questions were related to the chart of the Productivity Centre report which they were going to present to the Official Side later and then she repeated the question of Mrs. M. Cheung whether the aim and purpose of the Pay Investigation Unit was to examine as wide a cross section of employees as possible.

Mr. K. Broadbridge said in this particular exercise they agreed the.

Mrs. M. Cheung referred to the "Report of a Pay Survey of Certain Ranks in the Secretarial Class as at 1.4.1976", under the heading of Scope of the Survey, (page 2, para. 4), which read as follows:

"In 1973, the Pay Investigation Unit conducted a Pay Survey of Typing, Secretarial and Confidential (Clerical) Services Staff. 41 companies participated in the survey and analogues for Personal Assistant, Personal Secretary, Shorthand/Audio Typist and Typist were identified in 27 of them. These 27 companies were invited to participate in this survey and they all agreed to do so". The question was why 27 organizations that had been visited in 1973 still be used in 1976 survey and why for the Secretarial Class only 17 companies had been visited for Shorthand/Audio Typists. She asked why the Scope of survey was getting smaller and smaller.

Mr. K. Broadbridge said when the Fay Investigation Unit first went out, it was found that only in 17 companies where there were Stenographers with jobs comparable to that in the Civil Service.

Miss V. So said that 27 companies were being surveyed in both 1973 and 1976. In 1973, 24 companies were being surveyed for the Shorthand/Audio Typist grade in the Civil Service but in 1976 only 17 companies were being surveyed and she would like to have a reason for this.

Mr. K. Broadbridge said the second exercise in 1976 had been carried out following the request of Mr. Linthwaite on the restructuring of the Secretarial Class. The report in making comparisons in the private sector and the Civil Service, they would make comparisons which were then followed in the new restructuring. That was why only 17 companies were in fact produced.

Mr. K. Broadbridge also added that there was an important difference between report of the Pay Investigation Unit and that of the Productivity Centre report. He stressed on job comparability."

Miss V. So would like to refer back to what had just said in saying that the Pay Investigation Unit was an independent body, and working independently. She pointed out the Working Party headed by Mr. Linthwaite only started working after the Pay Investigation Unit survey.
