Summary of Proposals

The proposals, which have been incorporated in Details of Post and Ranking Criteria, are summarised as follows :-

1. GENERAL

A

(a) all ranks should be functional with functions

defined by ranking criteria;

(b) grades should remain female;

(c) educational and examination requirements should

be related to duties;

(d) it is in principle undesirable to appoint over-

qualified officers with too high academic attainments or unwanted skills;

(e) pay scales should recognise the rate for the job; (E) periods of probation, trial and agreement for

existing ranks should remain as at present.

TYPIST

(a) the grade should have one rank;

(b) no further appointments should be made to the

rank of Senior Typist;

(c) appointment should be direct with

(i) completion of Form IV or Middle IV:

(ii) a typing speed of 30 w.p.m.;

(iii) a pass in an entrance examination at

Form IV level to test literacy (in English and Chinese) and numeracy; and,

(iv) a successful interview;

(d) probationers and officers on trial should be

required to pass a typing speed test of 50 w.p.m. within the year before confirmation; (e) duties should remain : "General typing duties"; (f) the minimum of the pay scale should remain

unchanged but the maximum should be raised by one increment in the light of the FIU survey of the private sector;

(g) Typists should have promotion opportunities to

Stenographer;

(h) incremental credit should be given for,

(i) a typing speed of 70 w.p.m.; 1 increment (ii) passes in THREE specified subjects

(English Language (B), Chinese Language and Mathematics) in the Certificate of Education Examination; - 1 increment.
