On 4 May 1978, acting upon information, Narcotics Bureau officers raided premises at Flat 1103, Block 9, Ko Chiu Road, Kwun Tong. As the officers attempted to gain entry a polythene bag was observed to fall from a window of the flat. The bag was later found to contain 0.2567 kilos of No 3 heroin. The occupant of the flat, Chinese female Li Choi-leung (2621/6357/7447) was charged with 'Possession of Dangerous Drugs for the Purpose of Unlawful Trafficking'. Li was convicted in the District Court and sentenced to three years imprisonment and fined $5,000.

7 In the early hours of 23 June 1978, Narcotics Bureau officers acting upon a tip-off seized 18.42 kilos of raw opium. The drug was hidden in a bush outside the Pakistani Recreation Club. It is believed the opium was of Pakistani origin.
