From this information one can responsibly deduce that Chan and Yip and Lewis and Khan and Thung all of Chinese origin were all known to each other. Lewis is described in the' said report by the Commerce and Industry Department as "being wanted for an investigation under file number INV/DD/77/4.. Presumbaly, DD refers to dangerous drugs. Lewis is also referred to as a "documented drug trafficker" by the Commissioner of Customs and Excise.

It is apparent from these documents that these Chinese persons are known to the Hong Kong Preventative Service. Mention is made' of the opinion of the Airport Special Squad and the opinion expressed by thẻ telex to.Paris and the telex to Thailand that "Chan is believed to be an escort and Rita Nightingale a courier with Yip suspected to be the organiser and generally as narcotic suspects."

It is noted that Rita Nightingale was unknown to the Hong Kong ticket agency. Reference is made to a matchbox found in the room of Rita with a specific symbol in Chinese the effect of which is not explained by the document.

A series of telephone numbers are referred to in the report. Presumabi the Narcotics Agency of the Hong Kong Government will have details of these numbers.

I find it somewhat surprising that with the amount of information available the Hong Kong authorities were able to telex Thailand following the arrest of Chan and Rita and they had no information on Chan concerning a passible' drug conspiracy. These documents tend to, suggest the contrary. However this suggestion is not in itself sufficient. In order to pursue this particular point of whether or not there is evidence held by the Hong Kong authorities concerning these named Chinese men and the drug trade, I invite you to take this matter once again to the Foreign Secretary for his op-oporation and instruotions to secure the roloano of further documentation or alternatively at least the faqility to inspect documento held by the rolovant department of the Foreign Office or Hong Kong, Governmerit..
