On the international aspect of this matter I note from the papers the following features:-

Chan Ming Fai is a frequent international traveller (despite being a mere roomboy). His associates have inc‡uded Cheung Chung Yin (otherwise known as Lewis and the man to whom Rita was supposedly engaged).

Robert Yip Ka Keung is also reported as being a frequent traveller (notwithstanding his position as a mere seaman)

* The passport of Khan Mun Sang (believed to be connected with Chan Ming Fai and Lewis has a British passport issued in the Netherlands. (According to press reports Amsterdam is a known centre for, heroin traffic from the Far East).

On the 25th November, 1976 two tickets were issued in Hong Kong to Lewis and Chan Ming Fai for a round trip to Bangkok.

Again in February 1977 three tickets were issued to Lewis and to Chan and to the said Khan for a round 'trip to Bangkok from Hong Kong.

Lewis and another man known as Thung Kam Hon were issued with consecutive tickets by a travel agent in Paris on the 17th March, 1977 for a round trip to Taipei, Taiwan.il

On the 26th March, 1977 the said Khan left Hong Kong for Bangkok without presenting luggage to be checked in whilst on the same day Lewis and Tung left for Taipei, Taiwan.

The report from the Commerce and Industry Department dated 31st March, 1977 indicates that the departure of Khan and Lewis on the same date within half an hour of each other to be movement of two mombors of the same syndicate on the same day appeared to be not insignificant.
