Question 11

There appears to have been no investigation into the origin of the radio or luggage in Miss Nightingale's possession. But it is difficult to see how such an enquiry would help Miss Nightingale to prove her innocence.

Question 12

Chan was searched (see para 1 of Inspector Tong's report of 31 March 1977 (shown to Mr Hallmark).

Question 13

Miss Nightingale was linked with Chan after examination of the passenger manifest (showing they booked in together) by which time Chan had been searched and allowed to continue his journey (see Inspector Tong's report of 31 March 1977).

Question 14

This appears to be a matter for the Thais and not the Hong Kong authorities.

Question 15

See memorandum of 12 September.

Question 16

Mr Hallmark himself suggested malpractice in his letter of 26 April e.g. "it is now a matter of public record that corruption by law enforcement officers was (sic) widespread in Hong Kong"."I suggest there is, the possibility of sinister motives behind the implication of Rita". etc.

Questions 17 and 18

The conviction of Chan in Hong Kong for attempting to recruit other girl couriers provides important support for Miss Nightingale's story and we have every intention of making what use we can of it. Statements made at the actual trial could be useful in this connection and we shall pursue.

Questions 19 and 20

While the name of Thung Kan Hon was linked with the others in the investigation following Miss Nightingale's arrest, unlike Chan, there appears to have been no direct connection with Miss Nightingale's activities. The questions are therefore of doubtful

relevance.

Question 21

See memorandum of 12 September.
