The Extradition Treaty of 1911 between Great Britain and Siam applies to Hong Kong but either Government may at discretion refuse to deliver one of its own nationals accused of an extraditable

offence. Point now incorporated in memorandum of 12 September.

Question 25

The memorandum of 12 September is being shown to Mrs Castle on Privy Councillor terms.

Questions 26 and 27

Not known. Miss Nightingale could supply the answers.

Question 28

No obvious relevance.

Questions 29 and 30

The Hong Kong authorities feel that it is difficult to come to any firm conclusions on the basis of existing evidence (see memorandum of 12 Sept.)
