The advisors have proposed that the task of serving
summonses and warrants for traffic offences should be transferred to the Courts. Discussions have been held with the Supreme Court to create a grade of Assistant Bailiff to carry out this duty. No date for implementation has been agreed.
Estimated Cost: Recurrent Implications are not yet
known, but may be of the order of $250,000 per annum.
Standards and Sources of Recruitment

The advisers have recommended that the minimum age of recruitment for the rank and file and the Inspectorate of the RHKP should be raised, and have commented on the Police Cadet School. They have also commented favourably on the new entry standards for expatriate inspectors that have been introduced by the Commissioner of Police and on his intention to introduce new selection procedures.

There may be financial implications with regard to the holding of interviews in the UK.
Energency Units

The advisers have recommended that, in view of the introduction of the beat radio scheme, the proposed now Management and Development Branch in Police Headquarters should carry out a study on the possibility of decentralizing the Emergency Units. This study will be carried out when the posts recently created for the Branch have been filled.

The advisers have recommended that consideration should be given to economising in the number of police drivers. A study is being carried out into this by the RHKP.

Welfare and Sport
9.
The advisers have supported proposals to provide additional professional staff in the Force Welfare Office, and to improve Police recreational facilities. Approval will be sought fron Finance Committee in June or July for the financial implications of creating the required posts.
