Surmary of Other Matters on which the Advisers have made
Recommendations
Staff Reporting
1.
The advisers have recommended that the reporting procedures used for Junior Police officers should be reviewed, and that only one comprehensive annual report should be required for all Police officers. These recommendations will be introduced over the next few months, though it will take time and training for the quality of reporting to be improved.

Staff Relations Officers

The advisers have supported the Commissioner of Police's proposal that a small Staff Relations Unit should be established in Police Head- quarters, and that one post of Chief Inspector of Police should be created. in each Division to be responsible for staff relations, training and personnel and welfare matters. A submission for approval of the financial implications of the required posts will be made to Finance Committee on 7th June 1978.

Methods of Internal Communications

The advisers have made a number of recommendations on internal manuals, standing orders and publications, and on procedural natters, covering record-keeping of conversations, regular neetings etc. They have also supported a proposal for the necessary equipment to be provided to enable Chinese script to be transmitted to all Police stations. Approval will be sought from Finance Committee in June for the purchase of this equipment.

Traffic Branch
4.
The advisers have recommended that the Traffic Branch should be brought up to establishment. There will be no financial implications in providing staff, but the increase in traffic duties will neccessitate the provision of additional transport, and approval for this will be sought from Finance Committee in June.
