Proposals for providing additional recreation facilities on Hong Kong Island and in the New Territories, which night involve capital expenditure of up to $60m over 6 years, are being formulated. The needs of the other disciplined services will be taken into account as part of this exercise. A submission is currently being prepared for Finance Committee setting out the guidelines on which these facilities will be provided and run. Submissions for inclusion of the necessary itens in the Public Works Programme will be made following consideration by Finance Committee.

ICAC/RHKP relations and liaison

The advisers have recommended that there should be increased contact at all levels between the ICAC and the RHKP. Specifically, they have proposed that staff from the Operations Department of the ICAC should give lectures to Police recruits at the Police Training School, and senior Police officers should talk to all ICAC recruits. Joint seminars should be held for newly appointed ICAC personnel and recruit Police inspectors, and also on a regular basis for senior officers of both Forces. Joint operations should be carried out by the ICAC and RHKP, particularly with regard to the arrest of Police officers. Consideration should also be given to inviting senior ICAC officers to meet the committees of the Police Staff Associations to discuss the work of the Commission and ways in which relations with the RHKP could be improved.

Some of these recommendations are in line with cxisting procedures. All are being examined by the Commissioner of Police and the ICAC with a view to implementation.
