Consideration of the need for additional clerical staff will be included in the overall study of workloads. Submissions for additional vehicles and communications equipment are currently being prepared, and proposals will be put to the Finance Committee in June or July. The Commissioner of Police is making arrangements for the introduction of the new shift system in all urban Divisions over the next three months.

Estimated cost: The CP's proposals would, if approved, involve capital expenditure on vehicles and equipment in the region of $10 million.
The advisers have recommended that, in order to eliminate possibility of duplication of effort, specialist units at CID Headquarters should be reduced in size and some of their work carried out at District level. The Commissioner of Police has agreed to a reduction of 107 posts in the existing establishment of the Homicide and Triad Society Bureaux, and will reassign duties at Divisional level.

Discipline and Complaints

The advisers have recommended that the terms of reference of the existing Complaints Against the Police Office (CAPO) should be strengthened and widened to include complaints arising from allegations of criminal offences, the handling of all internal disciplinary investiga- tions and the monitoring of cases where police officers are investigated or arrested by any law enforcement agency. They have also suggested that, in all cases where a police officer is arrested or investigated by any law enforcement agency, an officer should be appointed to consider the need for disciplinary action and to make recommendations for corrective measures in procedures and systems. These proposals have been accepted, though some minor modifications may be made to them. Amendments to CAPO's charter are being drafted.

It is also intended to increase the staff of CAPO. Approval for one additional post of Chief Superintendent of Police and one additional post of Senior Superintendent of Police was obtained from the Finance Committee on 24th April. A further submission for the creation of additional posts at lower ranks will be made in June.
