The advisers have recommended that greater emphasis should be placed on training, and in particular that:
(a) the accommodation of the Police Training School should
be expanded;
(b)
a suitable permanent site should be found for the Detective Training School (temporary facilities are now being provided in the old RAF officers mess at Kai Tak),
(c) the facilities in both schools should be improved;
(d) refresher training and language teaching should be
increased; and
(e) firearms training for all officers should be increased.
Items (a) to (d) have been accepted. Funds to achieve (e) and to meet part of the cost of (c) are included in the 1978-79 Estimates. Approval for the financial implications for the other proposals will be sought from the Finance Committee in June. Authority to enter the necessary items for (a) and (b) in Category B of the Public Works Programme will be sought by circulation before the 2nd Review 1978-79.
Estimated cost: $10-15 million in capital expenditure. It should be stressed, however, that no accurate costing has been possible at this stage. There will also be recurrent cost implications, but these have not yet been quantified.
Promotion system

The advisers have recommended that a full-time examination unit should be established, and that more demanding promotion examinations for rank and file officers should be introduced. Approval for the creation of a small number of additional posts for the proposed unit will be sought from the Finance Committee in June.
Estimated annually recurrent cost: $150,000.

The advisers have also recommended that the attention of promotion boards should be drawn to the fact that local officers are not being promoted proportionate to their numbers. The Commissioner is reexamining the ratio of local inspectors to expatriate inspectors, which stands at 60:40 in favour of local officers, and, in conjunction with the Secretary for Security and the Secretary for the Civil Service,
