public housing, and will allow similar arrangements to be applied to officers in the Prisons Department and in the Fire Services Department.
Estimate of costs: It is not possible to give an estimate of the financial implications at this stage, but an overall proposal for additional rank and file quarters will be put to Public Works Sub-Committee in due course.

The advisers also recommended that the housing needs of local officers of inspectorate rank and above should be met by the introduction of a scheme of housing loans. This proposal will be considered in the context of housing for the civil service generally. It is intended that the advice of Honourable Members on this subject should be sought later in the year when its full details and implications have been finalised.
Distribution of Force Establishment

The advisers have recommended that steps should be taken to ensure continuity of command at the sub-unit level, and that an examination should be made of the amount of beat coverage provided, the size of Divisions, working hours and shift systems. The first proposal is agreed. The Commissioner of Police is considering the remaining proposals. In doing so, he will take account of the Force Establishment Review which is currently under examination by Finance Branch.
Estimated cost: These proposals are unlikely to have significant additional financial implications.

The advisers have recommended that:
a study should be carried out into CID workloads. This will be undertaken with the assistance of Finance Branch;
(b) in the meantime the CID should be held at its present
strength;
(c) crime recording procedures should be reviewed;
(d) additional clerical staff, vehicles and communications
equipment should be provided for the CID; and
(e) a new shift system should be introduced.
