the Force in recent years. They recommended that the structure of Police Headquarters should be reorganised, to allow greater emphasis to be placed on personnel and management services, including training, staff relations, discipline and planning and research. To this end, the Finance Committee of the Legislative Council approved on 26th April the creation of 5 supernumerary and 6 permanent new posts in the RHKP. Action has already been taken to fill the two senior posts:

1 Deputy Commissioner of Police, to assume overall responsibility for personnel, training, civil management and administration and management and development matters. (Mr C. W. B. Purdon, a retired Major General, has been appointed to post and will arrive in May).

1 Senior Assistant Commissioner to be in charge of the Management and Development Branch (Mr J. Over, Deputy Chief Constable, Dorset is under offer for this post and it is hoped he will arrive in July).

The following posts have also been created. It is intended that most will be filled from the UK, and that officers should arrive in about August or September.

Housing

The advisers have supported proposals to provide housing for all rank and file officers. It will be some time before this can be implemented, but a comprehensive programme is now being prepared, taking account of the existing strength and establishment of the RHKP and the Commissioner of Police's projections for increases in the establishment.

As part of this programme, the Housing Authority has agreed to increase the Civil Service housing allocation with effect from 1979-80. This will give officers approaching retirement the opportunity to occupy
