The advisers have visited many formations and units of the Police Force, and have had discussions with officers of all ranks and the Police Staff Associations. They have met the UMELCO Police Group and the ICAC Complaints Committee, have had discussions with representatives of District Fight Crime Committees and have given interviews to individuals and to the Press. A list of the persons and organisations with whom they have had meetings is at Annex B.

In broadest possible terms Mr Crane's finding is that professionally speaking the Force is working along the right lines. But he believes that intense and natural preoccupation with the fight against crime, and very rapid expansion, redeployment and re- organisation of the Force with this in mind, has had a double-edged effect. Success against crime has been considerable; but adminis- tration, man-management, discipline and control of the Force, particularly at junior officer level, has lagged behind, and the size, role and coverage of the uniform branch has been given too low a priority in comparison to the CID and its many specialist units.

The weakness in organisation, man-management and control did not assist the cure of the Force's problem of corruption, and made very difficult proper guidance of the reactions of the Force to the operations of the ICAC. These reactions were of course distorted and spread by the corrupt themselves.

Against this background Mr Crane's recommendations are aimed at strengthening administration, man-management, training and discipline at all levels, through reinforcement of the administration side of Headquarters under an additional Deputy Commissioner. They also include remedies for what Mr Crane believes to be legitimate grievances within the Force.
