The team will be ready to arrive in Hong Kong on 17th January. It is proposed to make an announcement to this effect in Hong Kong at 6 p. m. on Tuesday, 10th January.

Since the team's activities will be aimed at action and results rather than the preparation of a report for consideration, it is not proposed to provide them with precise terms of reference. However, an outline of the main tasks of the Special Advisers is set out in paragraphs 2 and 3 of the draft announcement set out below. The Governor may decide to add to or vary these instructions as necessary during the course of the team's work.

Subject to the concurrence of Members, a draft announcement has been agreed with the FCO and Home Office in the following terms:

"POLICE SPECIAL ADVISERS

1 A small Home Office team of Police Special Advisers will arrive in Hong Kong on 17th January. It will consist of three officers, under the direction of Mr Crane who is one of HM Inspectors of Constabulary. The other members of the team

The team will advise and assist the Commissioner of Police on the organisation and operation of the Royal Hong Kong Police Force, with particular regard to discipline, relations with the ICAC, staff management and morale, chain of command and channels of communication at all levels, sources and standards of recruitment, and any other matters the team considers relevant to the foregoing.

The team will also advise and assist the Commissioner against Corruption on the relations of ICAC with the public services and particularly the police force and on ICAC procedures.

After consultation with the Commissioner of Police and the Commissioner against Corruption, the Governor decided that a helpful part could be played at this juncture by assistance from impartial professionals of proved experience from outside. These arrangements were made with the concurrence of HMG during his recent visit to the United Kingdom.
