Following consideration of memorandum XCR (78)238 (Annexed) on 7th November 1978, the Council advised and the Governor decided:

under section 3 of the Crown Lands Resumption Ordinance (Chapter 124), that the resumption of 1-38 Hee Wong Terrace as shown on the schedule, at Annex D to the memorandum, is required for a public purpose; and

that the resumption of 12-20 Wing Fung Street be considered after the Deputy Secretary for the Environment has given a verbal report conveying the Society's reasons for the selection of the se properties for resumption and setting out the condition of the surrounding properties.

The Society's Urban Renewal Scheme involves an attempt to rehouse as many of the persons affected as possible in the same Authority's estates in the area. Whereas most of the Society's schemes have been located in the Western District, part of Oi Kwan Court in Oi Kwan Street, Wanchai is now nearly complete for occupation. The Society accordingly looked for suitable sites in Wanchai District, and 12-20 Wing Fung Street was selected in the first instance as:

all the properties are pre-war in only fair condition and without flushing toilets. Improvement would be uneconomic, and the properties are likely to become increasingly decrepit;

they are in a side street and the ownership is fragmented; they are thus unlikely to interest private developers, except for redevelopment of individual properties over a longer period.
