The Society originally applied to Government to resume these properties in addition to 12-20 Wing Fung Street, but un- fortunately the owners submitted plans for redevelopment of 8-10A, and it was considered advisable to omit these properties, which have greater commercial potential than Nos 12-20.
The General Environment

This part of Wanchai District where Wing Fung Street is located is one of the older districts of Hong Kong. Many of the surrounding streets are similar in nature and character to Wing Fung Street consisting mainly rows of three and four storey dilapidated residential/commercial buildings totally lacking in any community facilities. In those few cases that redevelopment has in fact taken place it has been on a very selective basis and generally on sites that also offer greater commercial potential than 12-20 Wing Fung Street.
Advice Sought

In view of the foregoing information, Honourable Members will be asked to advise, under section 3 of the Crown Lands Resumption Ordinance (Chapter 124), whether the resumption of 12-20 Wing Fung Street as shown on the schedule at Annex F to memorandum XCR(78)238, is required for a public purpose, namely the Hong Kong Housing Society's Urban Improvement Scheme.
