open space in the south-western end

of the area with that in the eastern

end and a plan has been prepared

(Annex 4) to show the relationship

of open space as now proposed in

the planning area with the open

space already zoned in the adjoining

areas in Central District and the

Hong Kong Zoological and Botanical

Gardens.

Government Buildings: There are

Government buildings which do not

require easy public access and the

Committee recommends that the south-

western area should be reserved for

a future prestigious building such

as a new Government Secretariat

incorporating suitable civic

reception facilities and a Council

Chamber to cope with increased

requirements and functions of
