Planning Concept

In the main, the Committee has come down
heavily in favour of a park and revised much of its
earlier thinking. About eighty percent of the
planning area is now given over to open space use.
It is recommended that a new Supreme Court building
and a prestigious new Government Secretariat should
be sited within the western section in an area of
cultural and historical interest where environmental
amenities and the attractive garden of Flagstaff
House would provide a park-like setting like that
of the Parliament Building in Kuala Lumpur though
on a smaller scale. Institutional and community
activities are concentrated at the eastern end
while commercial facilities are proposed along
the Queensway frontage. The Committee's planning
concept is shown graphically at Annex 6 from which
a land use zoning plan has been prepared.
