having adequately fulfilled its commitments, and it
being generally accepted that it had done so. A strict
official enforcement of the period of validity would
undoubtedly give rise to objection and dispute over Govern-
ment's own performance, and, if this proposal were
adopted, the Working Group considers that it would be
necessary to institute a formal procedure for ensuring
that those affected had had a reasonable opportunity to
obtain land, before their tendering priority was curtailed.
6. OTHER RECOMMENDATIONS
6.1
Apart from the recommendations made in the
last paragraph, the Working Group also wishes to make
the following recommendations relating to the adminis-
tration of the system :
6.1.1
The New Territories Administration should
prescribe standard procedures for consul-
tation with those affected by urban
development and in particular by
resumptions; wherever possible,
offers of exchanges on the lines
proposed should be made in advance of
resumptions.
