it would compare too unfavourably
with the terms of offer in presently
outstanding Letter B; and
it depended too largely on the
performance of Government in
producing sufficient land for
exchanges, which, although improved,
could justifiably be distrusted
by the owners.
However, the Working Group felt that the
Government would be well advised to bear
in mind this possibility and accordingly
recommended that this option should be
seriously considered in due course when
the supply of land for Letter B exchanges
had sufficiently improved to make it more
acceptable.
5.15 The form of pressure which the Working Group
considered to be capable of introduction at this stage
was the modification of the Letter B tender system
(described in paragraph 8 of Enclosure 1) so that after
a certain period exchange entitlements would cease to
earn priority for tender in accordance with the date
of surrender. Although this approach is less drastic
than setting a time limit on the validity of "exchange
offers", its implementation likewise depends on Government
