6.1.2 In recognition that the new terms will

increase the difference in treatment

between those whose private lands

required by Government lie within

an urban layout, and those whose land

lie without (see also paragraph 6.2 below),

the procedures and rules for limitation

of urban layouts for exchange purposes

be defined and adhered to.

Implications of Adoption of Proposed Acquisition System Outside Urban Layout

6.2

Although it is not strictly within the terms of

reference of the Working Group to concern itself with land

acquisitions outside urban layouts, it is clear that

introduction of a new system for acquisitions within

layouts could affect the acceptability of the terms

offered to those outside it. It has been persuasively

argued in the Working Group that most resumptions

outside the layouts are for the benefit of the

development within it, and, indeed, in many cases, such

as resumptions for borrow areas, access roads and

service reservoirs, are essential to the viability of

the urban development. There seems, therefore, to be a

case for considering whether the compensation offer made

to those affected should not be a proportion of the

/compensation
