With the rapid expansion of secondary educa.

tion, the Education Department has attached high priority to the creation of a sufficient number of suitable school places. In such a massive programme of expansion, sponsoring bodies play an important part assisting Government in the provision of places, and these bodies must be given reasonable flexi- bility in the running of their schools. However, this should not prevent the Education Department from actively giving them adequate advice and guidance, instead of merely responding to requests for assistance. schools by the Department's supervisory officers should be made regular and more frequent. The existing establishment of the Education Department's regional staff will not be adequate for such an undertaking, and we recommend that

additional staff be provided.

We have noted that there now exists an on-going joint study between the Corruption Prevention Department of the ICAC and the Education Department on the control of aid to aided schools. We understand that a number of

suggestions arising from this valuable study have been adopted but we would recommend that, if at all practicable, the proposals still outstanding be implemented as quickly as possible. The provision for the Director of Audit to

have access to the accounts of aided schools and

the records of the sponsors as a condition for the

granting of aid, as recently announced, is also a step in

the right direction.
