our view, any action on the part of the Education Department
to put together the conflicting parties again could at best
bring about a state of enforced normality, and that in any
case would be short-lived, an option which we considered
and rejected in favour of the establishment of an additional
new school.

Recommendations
In our Interim Report we recommended that,
in addition to St. Teresa Secondary School, an additional
school should be set up to accommodate those who do not
wish to continue at St. Teresa.

Our main reason for recommending the additional
school was to remove conflicting parties at St. Teresa
Secondary School when it opens on the 1st September 1978.
However, as we pointed out in our Interim Report, it was also
our hope that the teachers and students in the new school
will be allowed a fresh start in a new environment. Given
proper supervision and guidance, we are hopeful that positive
attitudes towards teaching and learning can be further developed.

The Precious Blood Golden Jubilee Secondary School
affair is a very sad one in the history of education in Hong Kong and teaches painful lessons to all parties involved. The tragic events arose from a very unusual combination of
events and personalities. Whilst a similar combination is
unlikely to recur, we feel that a number of measures should be implemented in order to minimise the possibility of recur-
rence of a similar state of affairs. Our recommendations
fall into two broad categories, viz:
