Fieldwork Proper (14th December 1977 - 7th January 1978)
About one week before the visits, letters of introduction
explaining the purpose of the survey and its outline procedures
were sent individually to all sampled establishments and households.
The summary pamphlet of the Green Paper together with a list of
Home Affairs Department telephones for contact in case of enquiry
was enclosed. Simultaneously, liaison staff of the Home Affairs
Department made prior contact with the establishments to be interviewed
after the posting of the letters and before the commencement of the
ercise. These measures

In the case of business establishments, the enumerators were
instructed to make an appointment with the responsible representative
