These visits had to be repeated at least three times until actual
contact could be established and interview concluded. In those cases
where the establishment was found to have closed down, or the living
quarters of the sampled household had been demolished, or there
were insurmountable problems in establishing contact, replacements
were taken from the reserve lists in the samples.
Each enumerator assigned to interview employees was given two
street blocks. Each street block contained 10 sampled living quarters,
plus three for reserve. During the visit to each living quarter, all
the employed persons were interviewed.
Supervision
All the enumerators were closely supervised. Each supervisor was
responsible for checking in detail the questionnaires returned by
the enumerators, including the coding, the correctness of the inter-
viewing methods used, and for advising them on any problems
encountered in their work. Each supervisor was assigned a team of
about 20 enumerators.
Quality check and Post-validation
In case a supervisor had any doubts on the coding or logic of
a returned questionnaire, he would contact the respondent personally
to verify the answers given.
After all completed questionnaires were returned by 7th December,
a 10% sample of the questionnaires was taken and these were
redistributed to different interviewers for revisit and recheck, to
confirm that the first visit had actually been paid and that the
crucial opinion questions had been correctly interpreted and the
answers accurately recorded. In case of discrepancy between the
results of the two interviews, all the work of the enumerator
responsible for the first interview was rechecked.
