The Pilot Test

Enumerators

This was carried out from 6th to 9th December 1977.

visited 25 establishments of different sizes and types of business/

industries.

Only 3 establishments were willing to provide the enumerators with a

random sample of their employees. Five establishments declined to be

interviewed at all. Of the remaining 17 establishments, the enumerators

only succeeded in interviewing the employers, who refused to provide

a random sample of their employees, Establishments of medium and small

sizes were found to be less co-operative than large businesses.

employees. The experiences of the enumerators were also taken into

account in revising the questionnaire.

Briefing

The enumerators were given three briefings before commencing the

field work proper:

First Briefing: (Mid-November) General background of Green Paper on

Social Security; objectives of the survey; organization

of fieldwork team; duties and responsibilities of

individual team members.

Second Briefing: (6th December)

Explanations before pilot test.

Information on the Contributory Insurance Scheme.

Technique of asking questions on questionnaire;

coding instructions; explanation of administrative

arrangements.
