- a method, known as Bulk energy transfer', which would involve one system supplying electricity to the other in bulk.In this form of interconnection, it would be possible. for CLP and HEC to continue adding to their”! generating capacity separately, but with due consideration to the total system requirement. This method should provide savings additional to those which might be expected from method (b), because a system of 'Bulk energy transfer' would make it possible to commission larger and more efficient generating units.
o The advice received so far indicates that once the remaining technical differences between the two generating systems have been resolved, it should be feasible for an arrangement on the lines. of that described in paragraph 2(a) above to be implemented within 12 to 18 months; and for progression from that stage to the second stage (paragraph 2(b) above) to take place within a further 18 months. The form of interconnection which promises to offer the greatest savings to consumers (paragraph 2(c) above) is estimated to take about 5 years to implement.
