Note on possibilities of interconnection
between HEC and CLP
Annex B
The WorkingGroup has identified five possible methods of interconnection, of which it selected three for further consideration. These methods will be examined in more detail at further meetings of the Group, when the possible advantages to consumers have been quantified.

The three methods that were selected for further examination are:

a relatively straightforward link between the two systems which would enable power to be transferred from one system to the other in the event of a loss of generation in either system. This method would allow the two operating companies to reduce the level of spinning reserve' to that required for the combined load for the two systems, which would be substantially less than the i beindividual requirements of each system. 37 a result, there would be a reduction in the

a method under which energy would be transferred from one generating system to the other whenever it was economical to do so. For example, if a 120 mw generating unit on one side of the harbour were to fail, it might be more economical for the company on the other side to start up a 120 mw unit to supply demand than for the company to put their low mw units into operation. This option should provide the same security
of supply advantages as method (a) whilst ensuring greater financial savings. It should be possible not only to reduce the total 'spinning reserve' requirement, but also to ensure the most efficient utilisation of generating sets to meet demand for any period of time. If the two generating companies were to examine their expansion plans jointly and agree on a programme which minimised overall combined surplus capacity, it should be possible to achieve still further savings;
