However, in the course of these investigations, a number of technical problems were identified which led to a complete reappraisal of the suitability of the site in question. The most intractable problem was the chimney heights which com- promised the safety requirements of the flight path approach to the proposed replacement airport at Chek Lap Kok. There were also serious design problems in working out the transmission system from Lantau to the mainland. It was eventually decided, by mutual consent, to move the power station site to Tap Shek Kok at Tuen Mun, the site originally proposed by Government to the Company.

The preliminary design of the new power station at Tap Shek Kok, Tuen Mun has been completed and site formation work commenced in June 1978.

Kowloon Electricity Supply Company Limited

The China Light and Power Company Limited, in partner- ship with EXXON, has formed the Kowloon Electricity Supply Company Limited (KESCO) for the purposes of constructing and operating the new power station. This new power station will be developed in two stages in accordance with a programme the timing of which will largely be dictated by projected increases in the demand for electricity agreed with the Government. The first stage (A station) to be commissioned will be operated by the Kowloon Electricity Supply Company Limited, but a decision has yet to be reached as to the precise arrangements for the operation of the second stage of the development (B station).

The Site

The general location of the site for the new power station is shown on the plan at Annex A. It is situated to the west of Tuen Mun New Town just south of Tap Shek Kok and occupies an area of 62. 2 hectares (6.7 million square feet), including 37. 2 hectares (4 million square feet) of sea bed. The area of the site is the minimum required for the construction of the two generating stations and a reasonable reserve stock pile of coal.

The area of sea bed which is now proposed to be granted was gazetted under the Foreshores and Sea Bed Ordinance (Chapter 127) on 3rd February 1978. As no objections have been received during the two-month statutory period, the Governor has declared under section 6 of the above Ordinance that it is expedient that a
